Salernitana led 2-0 at half-time with Antonio Candreva’s volley and Christoph Piatek’s penalty.
But Bremer headed in and Leonardo Bonucci equalized in the 93rd minute after his penalty was saved.
Arkadiusz Milik thought he had scored a winner in the 95th minute, but it was offside.
Milik, already booked, took off his shirt in celebration and was sent off.
While Juventus were celebrating what they believed to be the winning goal, it was announced that it would be checked by the VAR official.
This sparked a brawl on the pitch, with Salernitana’s Federico Fazio and Juventus’ Juan Cuadrado both shown straight red cards, while Juventus coach Massimiliano Allegri was also sent off.
Milik was not offside but the third goal was disallowed as Bonucci, who tried to head the ball into the net but failed to make contact, was ruled offside.
Salernitana finished just one point above the relegation zone last season and were moments away from their first away success in the top flight against Juventus.
Although Juventus managed a draw to avoid a first defeat in Serie A this season, the point means they sit eighth in the table.
Allegri’s side are now three games without a win and that draw came five days after they opened the Champions League group stage with a 2-1 defeat at Paris Saint-Germain.
The Torino club finished fourth in the previous two Serie A campaigns after being Italian champions for nine consecutive seasons before that.
They then play Benfica in their Champions League second leg on Wednesday at the Allianz Stadium.
